Its not 1996 anymore

Everything changes. Unlearing something is hard. Forcing someone else (your boss) to unlearn something they believe to be true is next to impossible. Despite the difficulty, its our job as designers to bring the powers-that-be kicking and screaming into the new millenium.

The web as matured. People know how to double-click. Scrolling is not a bad thing. You can no longer develop for the lowest common denomerator. No one is using Netscape 4 anymore (and if they are they need to be shot).

An excellent article in issue 189 of .net magazine (Practical webdesign for those of us in the U.S.) brings to light some of the commonly held "beliefs" about web design and debunks them. Highly recommended reading
